The Philippines is not over-rated for being touted as one of the most corrupt countries in Asia. Entities doing business in the Philippines encounter this shameful trait all the time. What is ironic is the presence of good laws that prohibit various activities defined as graft. Without political will, however, Philippine statutes will simply remain as templates. There are big bribes as there are little bribes. The cost of the bribe rises as the gravity of the offense or business need becomes greater. Others justify the pay-off as a means to get things done the fast way. My usual advice is to start at home, or with oneself, by observing good governance practices. After all, it is difficult for a government employee to ask for a bribe from a company that religiously complies with the law.
